ILL SEER (Delegates of Culture)

The small industrial border-city of Sarnia, Ontario, Canada was hardly a hiphop Mecca in the late eighties. Yet Ill Seer and a few select friends such as the Beat Mason, discovered Public Enemy’s “It Takes A Nation of Millions” with help from Detroit television and MuchMusic’s “Rapcity”. He was hooked on the flourishing young genre immediately. Later, he fronted an eclectic alternafunkpunkhiphop outfit named The Chevrons until their outlandish success drove them apart (or something like that). During his Bachelor studies he independently delved into poetry from every historical period and style, ancient to modern, freeverse to pentameter. Upon completion of his first degree he decided to pursue a Masters in Theology at the University of Cambridge, England. In a new and strange country, he decided to once again grace the stage, this time for an Acid-Jazz ensemble called Octopus. The other emcee in the group, Ninko, later introduced him to Bee109 in a cipher in the middle of Market Square.
They quickly realized a common passion and formed a hiphop group, Co-Lab.Oration, with emcees Ninko, Mad Prolific, Bee109, producers AxWax, Bee109, and Rich t (Michaelis Constant), and DJ Chris Groove.

Performing on stages and at house parties across Cambridge with another crew, Mental Minds for Your Thought Processor, a decision was quickly made to fuse the two together and, thus, the Delegates of Culture were born. The new ten-man unit - Skuff, Injanuatea, S-Class, Tome, Mad Prolific, Bee109, Ninko, AxWax, Chris Groove, Ill Seer - was truly diverse in terms of ethnicity, accent, and nationality, composed as it was of members from countries such as Scotland, Germany, Canada, Serbia, and the UK (from Teeside to Cambridge).

The crew quickly put out a Promo CD and a mixtape (S-Class’ “BrUK Faderz”), which created an underground buzz that attracted other UK artists such as Taskforce, Roots Manuva, and Juniour Disprol to join them on their Headcleaners project. At the same time, Mofu Heavy Industries agreed to put out their first vinyl, the Resented EP. At this time however, Ill Seer had completed his M.Phil and returned to Toronto, Canada to pursue his PhD. In Canada, Seer continued to visit and promote his crew for life while striking up friendships with multifarious Canadian artists including Shinobi (Skeletal Decibels), Vangel & Dorc, SelfHelp (Patina Antenna), Mindbender, DJ Danimal, LefSpek, CreatureBox, Toolshed, Thesis Sahib, and numerous others. Meanwhile, the Delegates of Culture released Headcleaners 02 and various EPs and formed a significant part of the celebrated UK promotion company Rawganics.

Recent vinyl appearances on Michaelis Constant’s “Gondwanaland” album and Hoodee’s “First Contact” EP are helping cement the Seer's position as a lyricist amongst UK hedz. In Canada, numerous TV stints and the appearances on The Bassments of the Badmen Vol. 2 and Mindbender's double-CD "Beautiful Mutant", both distributed nationally by UrbNet, have ensured recognition of his style of bringing spiritually enlightened lyrics to some of the most progressive and experimental beats in the underground.
